My baby brother turns 21 tomorrow. Oh my god I'm old ;)
He already drinks (in moderation, of course)... he studied abroad in France and Morocco, and practically lived off wine and baguettes, LOL!! So the obvious gift answer is alcohol...
...I just don't know what kind. He likes to try everything once... I was thinking of maybe getting that espresso liquor?
What is your favorite specialty liquor? I want to get him something different. The cheaper, the better. Not any of those fruity one's...
@Amy, LOL, I already told him the cab's paid for ;)

How about something a little unusual? Absinthe is recently legal in the United States again.
Do you have something local? Perhaps a local wine, or small distilleries are becoming more common - perhaps a local vodka?
Or just get him a nice bar set. Perhaps a set of glasses and a cocktail shaker and accessories (strainers and stirrers and whatnot?).

if he is a patient guy, you could get him the stuff to make his own lemoncello. It is super strong and lasts a long time because you just take shots.
you get 1 bottle(750ml) of Everclear, and 12 lemons. you just barely grate the lemons, you want just the yellow part of the peel. put them in a container, then pour the bottle of Everclear in the container on top of the lemon zest. seal the container. (you will need a big container, one that will fit at least twice the ammount of everclear you put in. something with a lid you can put on tight or you can use saran wrap on top with some good rubberbands around the top to make sure it is tight). Here starts the patience part, it must sit in a cool dark place for 3 to 5 weeks. After that time, you will take a big pot and put 5 cups of water and 4 cups of sugar in the pot(do NOT put the alcohol in). Bring it to a boil and make sure the sugar is totally disolved. Then pour the mix in with the everclear. gently stir it together. Then, seal it up again, and it needs to sit for another 2 to 4 weeks.
I know it takes forever and it isnt something he would be able to enjoy on his birthday, but it is amazing. It is very strong and has a taste that is kind of shocking at first. but it is good for shots, and goes amazing with a good italian dinner...or, you could skip all that and get him a bottle of Jager and some shot glasses..lol

There is a liquor store near me that will let you build your own 6 pack, which is kinda cool if he likes beer. They have about 50 different flavors/brands, and you can pick and choose what you want to try. You might see if there is anything like that where he lives and get him a gift certificate.

My baby brother just turned 45 last month! He's older than me now. I'm still 39 1/2.
Do you have a Trader Joes? They have some good inexpensive wines and specialty cheeses to go with them.

My husband and I are huge TOOL/MJK fans and when we found out he is making his own vino we tried it. It is one of THE best wines I have ever had in my life and I've tired many! Not too bitter or dry....it was perfect. Check out, www.caduceus.org and it'll tell you where it is available. Yummy!

Glasses, Cups, shot glasses, decannier (spelling?). You dont have to get him the liquor exactly but the things to hold the liquor in might be great. I remember giving my younger male friends liquor glasses from Target and they were so happy. Its something guys want but dont really think to buy themselves.
Or a gift certificate to a liquor place. Sorry I dont know my liquor well enough to really help out. All these posts about buying American you might find an american one. Jack Daniels and Kentucky Whiskey??? IDK somone said which ones in a recent post of mine! I am a rum kinda girl so thats all that is on my brain. Also they started making chocolates with liquor in them and they are YUMMY! I saw some at Sam's that looked like the bottle and they were tiny. Like Barbie sized !
HAPPY BIRHTDAY TO YOUR SON!!! :D

Hi, R.:
What message are you trying to give to your baby brother?
The obvious answer would not be to give him alcohol. From what
you reported, he has a problem with alcohol.
Get him a set of dog tags to remind him that he is an American since
travels outside the country so much.
