What child these days doesn't like to dance.
Freeze dancing.
Play music and have the kids dance. When the music stops, the kids have to freeze. No one has to be "out." Just play until the kids get bored.

Decorate the children.
For instance, with face painting, washable tattoos, or hand-stamps. Not all toddlers like this, but some love it. Ideally you know a friend or teenager who's good at it -- she can set up in a corner and let kids come to her.

Just sing silly songs with movement.
*Ring around the Rosies
*Wheels on the Bus
*Head, Shoulders, Knees, & Toes
Etc.

My 3 year old still LOVES to do those things! We can spend an entire afternoon singing & dancing around!

If you want something a little more competitive you can try relay type races.

How about freeze dance or musical chairs?
Also, there is to have some theme related coloring sheets.
You could get a big cardboard box, cut out a door and windows, and let them color the outside and inside, and then let them put their handprints on it somewhere with paint and play clubhouse.
You can do a pinata.
You can play hide and seek.
You can have a dress up box and take pictures of them as they try on different outfits. It can be a bring and share an outfit and then everyone switches after trying one on.
You can play choo choo train and go to different locations around the house with different activities at each station (such as face painting, bubble making, coloring, etc..).

pass the parcel, like musical chairs. wrap a gift in many different papers sit kids in circle play music while kids pass the gift when music stops the kid holding gift removes one wrapping, keep going till all the paper is gone that kid recieves the prize!

Moon walks are popular (but expensive). You can have it at a park. You can also try water games (i.e. water balloon races), kiddie pools, sprinklers, etc. Seasonal activities work well.

we taught kids how to play london bridge, ring around the rosy, and red rover red rover. they really got a kick out of it, but we needed many adults among the kids for red rover to hold the kids back from running and then telling kids whose turn it was. they weren't great at the rules, but loved running into the arms of their friends.
