It is not unusual for him to be wetting the bed sometimes at his age. Look at how old the kids are in the pullup comercials. I had a brother that wet the bed until 11 or 12.
My disabled son wet the bed until his early 20s, and I was told he would not be able to be broken, but he was. What I did was stop liquids 2 hours before bedtime and made sure he urinated (and did not just go into the bathroom and do nothing) right before bedtime. For a while I would go into his room and just ask him if he needed to go just before I went to bed. He and his bladder caught on after a while. He may have an accident about once a year, but that is it!!
I never scolded him. I just made him strip the bed, wash the sheets (with help), wipe down the cover, and remake the bed (a good learning experience - he is now a pro at making beds). I think his subconscious told him to hold it so he would not have to do all that work! lol
Just give it time, patience, and restrict liquids and he will get it when he and his bladder are ready.
