White or yellow plastic or paper tablecloth with black bat cutouts tossed around. Most party stores sell inexpensive confetti in a variety of colors, shapes, etc. Just toss some of that on the table after you put out the other supplies (which already cover up half of the tablecloth).

Crepe paper streamers are extremely cheap - get 2 rolls in black and yellow, Take 4 long lengths of streamers and stick them into the ceiling with a push pin (if you have a textured ceiling, the hole won't show when you take everything down; otherwise use Command adhesive which pulls off without damaging the paint). If there's a light fixture or chandelier in the center of the room, tie it to that. Take each free end and twist-twist-twist, and affix the free end to each of the 4 corners of the room.

Get inexpensive black or yellow paper or plastic plates, and get napkins in the other color.

Get some cheap plastic bats or rings (from the leftover Halloween supply aisle) and give them to the kids for party favors.

Beyond that, the kids don't really care - honestly! Do about half of what you think you should!

Put 2 or 3 helium balloons on the mailbox or by the front door so people know where your house is - don't bother to decorate inside.

Make a simple sheet cake of your own, use colored frosting or put a few more of the plastic bats right on the cake, and you're done.

Get eye masks for each child (you can make them from felt)
Cut out bat shapes from black construction paper & hang from ceiling
make a cake in a big bat shape
make capes (just cut out cape from fabric & attach ties) for each child
get bat confetti & sprinkle on table
make a bat cave opening out of a big cardboard box (you can pick one
up behind a furniture store)
get black & yellow balloons

make a bat signal. a flashlight and a cutout with stiff cardboard, and you should be good to go.

don't forget the villians-
poison ivy, penguin, joker.

robin, the boy wonder can be included too.

I made my son a Batman cake one year. I just used black and yellow frosting and made a simple Batman Logo using a template I found on the net.

It would be very easy to make a bat garland, just trace a bat shape (or batman symbol- there are lots of templates online) onto black papers and cut out, hook together with string or ribbon, and hang up. Or Black crepe paper from the dollar store would look great too. Get a bunch of helium ballo0ns in the batman colors (dependent on what version of Batman your son loves- black and yellow, black and gray, blue and yellow) and you should be good to go for under $10.00.
