I have seen different tool themed party favors that would be great.

Also, a small construction project for older kids might be nice. Sort of like the small kits that Lowe's does on Saturdays. You can get them from Oriental Trading or your local craft store. You could also play a related video.

For the two year olds, really just let them play...they are a bit young for "games".

Hide toys/party favors in a sand box and let them dig and find them. Treasure hunt.... they can't read but an adult can and the kids can all run and follow along, burns off some energy. Let them decorate and eat their own cupcake or cookie. Create Happy Birthday posters for the 2 birthday kids using markers, stickers and stamps; I start by outlining the letters and let the kids color and fill them in with their own designs; laminate and save as decorations for next year. Active games like follow the leader, red light green light. Quiet video with popcorn, let the kids sit in boxes like a drive in theatre.

They are turning two. There is no way you are getting a bunch of two year olds to play any sort of games. You could have pinata, but even that would be for help from the adults. I say just set some activities out and let the little ones play. Have fun!

Maybe a relay game where they have a large bolt or nut that they need to run across the room and put in a bucket. Coloring pages of Handy Manny and his friends. A game using those plastic things where you hammer the peg through the hole. Pin (it would be tape) the tool on the tool belt. A dance party where when the music stops they freeze (there are no winner so it's ok if they move). A sing along.
