What about stickers ? Cut them apart and put a couple in each egg. I agree - you don't need a lot. Some cookies, crackers, etc. work great.
What does the easter bunny fill your eggs with? We have a son who will be 16 months by then and we are at a loss for ideas. Last year there were some coins, but I was hoping for something a little more exciting. My son is allergic to dairy and while we would not mind giving him a small sweet treat every now and then, candy is really not an option (all candy that I can think of that is age appropriate has milk in it). We were thinking of some kind of little toys or something, but I don't think little people will actually fit into our eggs. Any ideas?

Our little one is 17 months. We won't be filling his eggs this year. Simply hunting for them, putting them in the basket, and tossing them out to play all over again is enough of a big deal.
We aren't anti candy/ anti choc folks. I just don't want to get "stuff", and find homes for "stuff" all the time.
How about a favorite cereal, a few goldfish, or a sticker

You're not going to want to put anything non-edible into the eggs that is smaller than a golf ball. You can add some toys in the basket itself. You can put any snacks in the eggs like fruit snacks, crackers, anything your son would eat that's healthy that will fit in the eggs. They don't need much at that age. Just something to take a few pictures with!

When the kids were little we put Cherrios in their eggs . They sell ones with Little Pet Shop animals.
You don't have to do plastic filled eggs, I don't. I actually make real colored hard-boiled eggs with the kids. Then we leave them out while we go to church, and the Easter Bunny hides them while we are gone (really, I hide them super quick while my husband is getting the kids out of the car, jackets put away, etc). Then we make egg salad sandwiches out of the eggs for lunch, and eat some for breakfast for the next few days, etc.
In the baskets, I do just a few jelly beans and some small toys. My youngest has a dairy intolerance also, but it's not a big deal because they've never seen a basket full of candy and chocolate so they don't expect one.
The only thing we use plastic eggs for is the decorating the bushes outside.
If you get the bigger sized eggs, you might be able to put some soft balls in there. I'm getting some of the 3" eggs and I'm going to try to squish some of these kinds of balls in them:

You may also be able to find a toy car to fit in one. He's probably too young for matchbox or hot wheels, but maybe some other toy car would work. My kids liked the Fisher Price LIttle People Wheelies, but they may be a little too big for easter eggs.
Otherwise, as others have suggested, stickers or goldfish would work. To make it a little more exciting, you can get some eggs with animal faces on it instead of the standard eggs.

playdough, you can make your own and put it in small ziplock bags found at the craft store in the jewelry section, confetti, stickers, cheerios
Fill the eggs with change, (penny's, nickels, dime's, quarters). He can shake them and they make a great noise (supervised of course). Then he can have the fun of putting all the coins in his piggy bank. Maybe put raisins or grapes in the eggs? you don't have to fill the eggs at all, at his age the empty eggs themselves will be fun enough. You know how it goes with kids, often the box the toy comes in is more exciting than the toy itself. :)
you could be totally tacky like my DH was one year....he emptied out all of the candy/$ & refilled the eggs with I.O.U.s! The older kids were horrified & mad, the younger kids didn't "get" the joke.....& the adults assaulted him - well, the older kids did, too!
It's been ?20 years.....& the family still talks about it!

We've done little crackers / cookies before. One year I found some that were shaped like different insects (by Keebler I think). Maybe you could do a non dairy cracker/cookie thing.

I think when my son was that age I filled his basket with:
a light fleece blankie (rolled it up like a cigar & tied a ribbon aound it)
a new, fun sippy cup
a small stuffed animal for his room
wood letters I painted for this room that spelt out his name
plastic bowling game for his age
cute plastic bowl for his cereal
cute plastic cups w/straws
