I have a 9 year old girl. Here's a list of what she got:

take her to a store and make a wish-list. that is a great place to start.

pet shops, polly pocket, gift certificate for build a bear or you can buy the un-stuffed bear and she can go later to stuff it. Ummmm..... little girls manicure and pedicure, bookstore gift card, tickets to go see a movie, a baby book of her.....put it together one picture per year for a keepsake.

Several toy ideas have been given, so I'll give some others:

I'm buying for an 8 year too. Ice skates, games - we LOVE games: Scrabble Slam, Monopoly Deal, etc., the Crayola thing that lets you make your own crayons from your old and broken crayons (she still LOVES to color), MADLIBS (bookstore- they create their own stories), and the Barbie set that lets you draw and design clothes. She LOVES drawing and designing.

She's also getting the designer set that lets you make your OWN designs and clothes on your own shirts, jeans, etc. We always get at least a couple of books, too, to encourage reading and she LOVES reading anyway. She normally gives us the "list".
