I just went to Michaels (craft store) today and they have tons of cute felt and foam Halloween projects on clearence for 99 cents a piece. They also had quite a few kits for around $5. My daughter is not quite two but she loves (!!!) pumpkins (and getting messy) so I got a few for us to do together. Also try googling "Family Fun Halloween Crafts" I get the magazine and they have tons and tons of ideas good for all ages.
Yesterday we made construction paper Jack O'Lanterns. I'm not sure how old your chidlren are, but for my daughter I cut out the pieces and put the tape on so she could stick them on the pumpkin I cut out. It came out adorable...the eyes, nose, and mouth are all over the place. She made one that looks "right" and the other is more of a Picasso Pumpkin. Depending on their ages you can really let them be as creative as they want to be. Just hand over the paper, scissors, and glue and praise them every step of the way!
