I urge you to help her get enrolled in a nutrition class. Many hospitals and clinics sponsor them. Ask your physician for a referral.
Make an appointment for her to see a physician. This sounds like an eating disorder at the worst and an unhealthy situation at the best.
I don't understand how healthy recipes will help you help her She's on an extreme diet that is fairly common. She's only eating white rice and tea. Fresh fruits and vegetables are not processed and she's not eating them. Apparently they don't fit her criteria. They can be eaten raw or steamed without any additives. If she'll accept healthy fats, sprinkling them with olive oil and lemon juice adds to their flavor and healthfulness.
All foods come in their natural, non-processed state and she's not eating those. Only rice and tea. I suspect that she believes the misguided hype that eating this way will cleanse her body. She needs to learn about nutrition to realize that, yes, it does cleanse your body but it takes away every good thing along with the so called bad. She is ruining her health. She also may believe she needs to lose weight in which case this may be anorexia.
Take her to the doctor and a nutritionist. Do not lecture her. Tell her in a kind and loving way that you are worried about her health. Let the doctor and nutritionist teach her about a healthy way to eat.
I just read your post about piercings, shave head, etc. Tell her that although you don't approve of her doing those things that you realize now that they won't ruin her health. Focus on this issue which does ruin health. This is a really good example of picking your "battles" or what you focus on. Ignore the former. Lovingly encourage her to learn about nutrition and ways to be healthy.
