It IS normal, but it means that her reaction to the berries (or whatever allergen she ingested) was quite severe. You need to give her more Benadryl for these additional hives/symptoms, but since she is so young you'll probably have to call her doctor and find out the correct dosage and how often she can have it.
For the next week or so, ONLY give her foods that she has safely had before. You may want to ask about getting an allergy test or food challenge done since the reaction was fairly severe, but again, she's really young.
Whatever you do, DON'T give her the berries again "just to see for yourself" at home. Each and every time she has a reaction (even if this was the first one) her body builds MORE antibodies that will fight off that food as though it is an infection. That means the next time she ingests that food, the reaction will be worse, and it will be FASTER. On such a tiny system, that is very dangerous.
