A family friend is going to do some handy man work around my sister's house and is not changing her a rate, just said "what ever you think..." What is the going labor rate for a handy man? He is going to work on her fence and just some odds and ends around the house. She is paying for supplies.

Since he is a family friend and he is leaving it up to her and she is covering supplies...I think maybe $15.00-$20.00 an hour for his work would be good. I dont know her finacial situation though, so she could just say I can pay you $65.00 or $100.00--- whatever she can afford.Since he didnt give her a price, I think he is willing to do the job as a kind gesture and help her out and will be happy with whatever she is able to give him.
I think it depends a lot on what kind of work is being done, and how much skill it requires. I was talking with a neighbor last night who pays a day laborer $10/hour for not-particularly-skilled labor (yard clean-up, etc), going up from there for tasks that require more skill (in order of skill/pay, lowest to highest: painting, carpentry, tiling...) Her rate seems REALLY cheap to me, but she gets good work done, and her handyman keeps coming back!
I'm with Meg C. I would pay $10 for things like yard work & things that don't require a lot of skill. And $20 for skilled labor.
