Pediatricians usually recommend the cool mist vaporizer because there is less risk of burning but I swear by the warm steam. The cool mist ones are also noisier.
For my daughter I use Vicks Rub on her chest. To loosen the mucous you can also try Neil Med Sinus Irrigation for babies and toddlers. It's saline solution in an aerosol can with a nosepiece. The best thing about it is that the mist coming out is slow and gentle, not like shooting drops up their nose. Often after using the mist babies will sneeze, getting rid of a lot of the junk. And then you don't really have to use the nasty bulb aspirators. I found the Neil Med can at the Kaiser pharmacy. You don't have to be a member to shop there.
