If she's taking an afternoon nap, 8:00 pm is a good time to put her to bed. If she's not, then you should be putting her to bed at 6:30-7:00 PM.

That's not too early for a child. I put my almost three year old to bed closer to 6:30 or 7:00...however, she no longer takes a nap.
If your daughter still takes a nap, make sure it's in the morning or right after lunch. If she takes a late nap, that sabotages a decent bedtime.
I see you answered someone else's question from 4 years ago much with this same question, and mentioned something about her father and you not agreeing on this. Ultimately, you need to take charge...she doesn't need to stay up until she passes out from exhaustion. Children need to learn to fall asleep, and YOU need to set up that routine for her.
Wake her up early, by 7. Make sure she has a good breakfast, plenty of playtime, etc, and a good lunch by 11 or 12...then put her down for her nap, if she still takes one.
If you want to break the habit of her sleeping in YOUR room, you can do it. Start by laying down with her in her own bed, so she has part of both worlds...laying with you, but in her own bed. Put her to bed when she is tired, but don't let her get TOO tired, because that makes it difficult to fall asleep.
Establish a bedtime routine...bath, snacks, brush teeth, and then lay in bed and read a book.
Stick with it...stick with a routine, and it will eventually work.

I don't understand your question. Could you please rewrite it in complete sentences?
Its not to early. If anything its too late. I saw your other answer that your husband thinks putting her to bed later will cause her to sleep later. Seems logical but does not work out that way.
I think 8:30 or 9pm is too late for a 2 year old. My 4 year old goes to bed at 8:30 and my 1 year old at 7:30. Keeping them up late generally only results in them sleeping poorly and getting up too early in the morning! Sleep begets sleep. Overtired children get up early and wake during the night.

When our daughter was 2, she went to bed around 6:30 p.m. Of course, she woke up at 6:30 in the morning, as well. Do you know how much sleep your child should be getting for her age?
