I don't think the airline restrictions apply to milk or formula so you should be fine there. Call to see if the hotel has a continental breakfast. There may also be a microwave in their dining area. Also, the small Horizon milk cartons (single serving) don't require refrigeration until they're opened so you could take along a few of those in your checked baggage.
You'll most likely be eating when she's eating so that won't be in the room the whole time, right? Just order stuff you can split with her. You can always have stuff like goldfish crackers, milk, yogurt, etc in the room. Also, most restaurants will heat up a toddler meal in the microwave for you if you can pack a few of those......
