You should be able to just buy your relative an Amazon gift card. They should be able to set the gift card up as their current 'payment option' online through whatever account they have their Kindle associated with.
Amazon has Kindle branded gift cards. Any of their regular gift cards would work too.

You would have to buy an Amazon.com gift card. The great thing about Amazon gift cards is that you can have it emailed to the person so they can use it right away or even have it sent to your email and then print it out for them. Once they enter the value into their account, they have it there to spend whenever and they don't have to worry about looking for it later or keeping track of it.
With a Amazon gift card, they can also use the funds towards kindle accessories (covers, lighting attachments, etc.).
