Check out www.katymoms.org. It's an internet mom's board but there are lots of activities, play dates, mom's night out, etc... where you can meet other families and best of all build lasting friendships.
I am mother to a four year old son and I am looking to find a really active moms group in the Katy area. Does anybody have and experience with the ones out there they would be willing to share before I commit to joining a group that doesn't have much to offer? I am interested in hearing the good and the bad of what Katy's Moms groups have to offer.

Check out MOMSClub.org. MOMS Club should have a Katy chapter and you can go to some of their activities to meet members and talk to them before joining.
I'm in an awesome Mom's group and you can't ask for a more active group than this. Go to meetup.com and look for mom's or playgroup in the Katy area. Our group is called Sanity in Seven Meadows. Not only do we have multiple play dates weekly that you can choose to attend all of them or pick and choose ( like I do) but we schedule Mom's night's out and we get together minus the kids and have our own fun. so far i know of amok (all moms of katy), mom's club, moxie moms, and stroller fit. you might want to check out their websites to see if which suits your needs. i became a member of several at first so i could find out more about their personalities, etc, until i found the right fit. good luck!
