There is a place called JJ Jump in Vancouver, and in Clackamas. It is a large room with a dozen inflatables. They do birthday parties! Good luck to you!
My DD turns 3 in Jan and we don't want to do a party at our house. There will prob be 7-8 kids of 3 and under, plus as many or more adults. However we could make it smaller if we think of something fun to do that is better with a smaller group. Ideally it would be something that her little brother, who will be 2 just 6 weeks later, can also enjoy. (While I'm at it, what could I do for his birthday!) We can spend a certain amount of money, though I can't think what my budget would be in this moment, though we don't have unlimited funds. I guess less expensive is better of course! Plus we would not want the invitees to pay anything so it has to be something affordable for us to pay for.
We and our friends mostly live in inner SE so somewhere relatively local would suit best. Last year we went swimming at the SW Community Centre and then to PB & Ellies across the street. PB & E was great and very accomodating but has since closed down. Also I wouldn't go swimming again in Jan with a group plus the water at this pool just wasn't warm enough and my DD got a horrible cold afterwards. So no naked swim parties, but any other suggestions would be appreciated. (PS Chucky Cheese is a no no!!)

Have to looked into East Portland Community Center or Rose City Gymnastics? Both places I am pretty sure rent for bday parties and both are very nice. East Portland CC has a big indoor gym, that is super fun. Good Luck!!!
Metro Gymnastics does a lot of fun stuff. My daughter has been going to classes there since she was 18 months and loves it. They are great with small children and they can make a party a lot of fun.
The children's museam has a great room/party package and the Mt. Scott community center has things other than the pool (I think you can get the gym room).
The Children's Museum is always a great hit for adults and kids alike. There are also a number of indoor play places, Out of this world, Pump it Up, etc. They usually offer some pretty good birthday packages.
The Children's Museum up by the Zoo is great for parties. They cost less if you roll a year long memebership into the deal and all ages can enjoy. They have a party room you get and stuff, ny son has had several parties there and everyone that you invite gets to stay at teh musuem all day if they like without paying to get in as your party covers admission.
