I've always used eye makeup remover for eye makeup & a regular facial cleanser for everything else.
I use Nutrogena liquid face wash. Not the stuff with acne medicine. It takes off all my makeup.
Currently I use an eye makeup remover with cotton rounds, swipe my face down with a makeup removing cloth and wash my face with a normal cleanser. I'm looking for an effective cleanser that does all 3 of these things in one step. I'd like to just wash my face and voila, all makeup + waterproof mascara is GONE! Really gone. Does something like this exist???

I can't imagine that it does, but I use two steps--remove with baby oil and then wash with soap/cleanser.
It does exist, and I found it about 6 months ago (my dermatologist's recommendation). And best of all, it is inexpensive!
I've always used expensive face cleansers (and had the same routine as you, removing makeup first then washing), but on a check-up to the dermatologist, they recommended Purpose face cleanser by Johnson & Johnson. I decided to try it and found it at Target.
It completely removes all makeup (both eye and face), doesn't leave any residue and doesn't leave my face feeling dry. It's better than anything I've used that cost many times more. I really love it. For a truly waterproof mascara, I have not found any face wash that does the trick without burning & stinging your eyes. I switched to "water resistant" mascara because most people don't really need waterproof. But when I use a dark eyeliner or something that doesn't come off in the shower, I love Mary Kay's oil-free eye makeup remover.
Vaseline will get anything off of your face! I used to use Vaseline and then Clean and Clear facial wash. Now I use Dial hand soap. Really! It has worked really well for me and I feel very clean. Its inexpensive and works better than most facial washes I have tried.
Purity from Philosophy is the best that I've found.
It will get your face clean of all makeup, and also leave your skin feeling soft (not dry and cracky).
1 16oz bottle generally lasts me 3-4 mos, so it's worth the $$. You can buy it cheaper on eBay for around $20/bottle.

Use the ultrabland on your face, eyes last then wipe away with Toner (not harsh at all) on a cotton swab THE BEST MOST EFFECTIVE I have ever used and I wear a lot of make up daily. In addition it is non irritating and I have SENSITIVE skin.
I like Clinique makeup remover (pink) and plain Noxema
I still use vaseline to remove mascara.
I don't use waterproof mascara so I'm not 100% on how well it would work on that but I've been using Neutragena Face Wash for years to take off my make up AND wash my face. I LOVE it!
I don't know if there is, but if it exists it can't be that good for your skin. The skin around your eyes is so different from the skin on your face. If you want to keep it looking younger and healthy, you should keep doing what you're doing. Have a wash created only for your face followed by a good moisturizer will prevent signs of aging.
