Just bring a bunch of balls, or balloons (not helium-filled) and let them go to town. 3 y/o boys need very little to amuse them. I know, I have one of those!

Wow, three -- that's an awesome age.
What is your son into? Dinosaurs? Trucks? Superheroes? Pirates?
Ah, the themes are endless.
Of course, when you get right down to it, the kids will have fun with the simplest thing. So have a cake decorated with his favorite thing, add some balloons and let 'em have fun at the playground. Keep it simple.

As party favors give a big sand bucket flled with outdoor play things (sand toys, beach ball, army men or other figures, etc) put the kids' names on the stuff and give them out early in the party so they can play. We did this and it worked out great. Also bring a big tub full of balls of any kind they just have a ball kicking them around, etc. It doesn't take much! Organized games at this age are too hard to control and too much work for you! That said, I did see a party at the park the other day that they had a shade canopy with flap sides on it and they were using it as a "Pirate's Cove" inside. It was a pirate party and they had costume stuff in there and treasures, etc. You could expand on that idea any way you want I suppose! Have fun!
