At that age a nice party at home would be so much fun. What we do is order pizza and make a bunch of treats/appetizers. Then we tape up balloons. One for each hour from 7:00 until 11:00. Then at each hour the kids get to pop a balloon and do whatever fun activity is inside. Simple stuff like play hide and seek with flashlights, play a family board game, watch Rudolf's Shiny New Year, make a craft of some sort, etc. In between we just play games together and have fun together. Then at midnight we put confetti on our ceiling fan, give everyone a noisemaker, and shout Happy New Years as we turn on our fan and let the confetti rain down! :)
We're going bowling with other families, but won't be out until midnight. Happy New Year's!
Yes, order in pizza a nice movie and in their beds by no later then 9 PM.
I believe the Lawrence Hall of Science in Berkeley http://www.lawrencehallofscience.org/ and the Chabot Space and Science Center in Oakland http://www.chabotspace.org/index.htm both do.
In San Diego we have a Family friendly New Years Eve party at the Embarcadero. I did google family friendly in San Franciso but nothing appropriate came up. Possibly call the Visitor Bureau for the different Bay area cities and see what they say?
Good luck and Happy New Year!
