VBS=Vacation Bible School. I didn't think that was an unusual one and it definitely isn't state specific...
We just did this VBS about 3 weeks ago! =) I've read the other responses, so I'll just add what I haven't seen -- Central Park, Graffiti Park, Central Park Zoo. With the taxi's, you can put a picture of the child in one window, and a God in the other. NYC is all about other people, so try to keep your crafts involving others or ways to take care of others.
Have fun! We had a blast!
My dgd just did this theme at her first VBS! They had small puzzles and such for them, but also did like a foam art where they cut a black piece into the shape of a building skyline and used small white pieces as "window" to spell FAITH. (that's what is on hers, other children may have used other words) You could use the foam art or construction paper and make large apples (NYC is known as the Big Apple) or the taxicabs or Statue of Liberty as other suggestions have shown.
VACATION BIBLE SCHOOL -- Thanks! I went to Bible School as a child, it was wonderful. I still say spell it OUT, especially for those who may not have the same religion or ethnic background.
What VBS? Honestly Mama's, can we just "spell it out"? Not everyone in every state may know your LINGO.
Blessings.....
Empire State Building - using popsicle sticks.
Lady Liberty - using Play Doh
Broadway - but I don't think that would be too Christian oriented...
I think my cousin did this. I remember her saying something about "The Big Apple". So, maybe you could make caramel apples as a craft and snack. Broadway, Central Park, Rockefeller Plaza, The Statue of Liberty, all destinations in NYC that draw lots of attention. Maybe you could use those places as inspiration.
Here is a link to decorations I just found:

Good luck!
Some kind of "big apple" craft? Making statue of liberty crowns and/or torches?
You can try a couple of my favorite craft idea sites, birthdaypartyideas.com or familyfun.com, but probably your best bet is to just google it, or call one of the teachers for ideas :)
There are a lot of places to go in NY city...Why not make a statue of Liberty, draw an art museum, central park, Music Hall, food sometimes sold in diners, or sidewalk venders, famous for their NY hotdogs unlike all others, subways, commuter trains, Hudson River is nice, West Point Naval Academy., Central Park and lots of taxi's. Good luck.
