He may be too young. Children need to be able to do many things before potty training. They should be able to tell you they need to go (requiring recognizing the signals and language to let you know), AND be able to make it to the potty with bladder control (requiring the development of kegel muscles to 'hold it' until it is time). They should also be able to pull their pants up and down (on and off) by themselves. Once you know he has reached these developmental milestones, consistency is key. You can't go back and forth...it sends mixed signals.
