So I have like over 1K pics on my phone which I never look at so I want to have them developed in the hopes of putting in a book so that I actually look at them (LOL) - any recommendations on best and cheapest app to use or do you bring to a store???

Upload to shutterfly to make a photo book. Make sure you google online to look for coupon codes before you checkout.
you can make an online scrapbook and then have the whole book (or books) made. You can upload your photos to site such as Shutterfly, Costco, Smilebox and such. This will allow you to skip the step of printing out 4x6 photos and placing them in a photo album (not that there is anything wrong with this, it is just not as modern).
Any drug store (CVS or Walgreens) can print the pics allowing you to place them in a photo album.

Kodak has an app so you can print wirelessly to a Kodak kiosk.
Definitely upload them to your computer first - you will be able to see them on a larger screen and decide which ones you really want, either as is or cropped. You can do some correction too (red eye, etc.). Use your charging cord, as Marda said, without the piece that goes into the electrical outlet - you can take that piece apart. When you plug in, it should upload immediately, and it will ask you if you want to delete them off your phone after that process is complete. That's what my iPhone does when I plug it into my laptop (iMac) and it goes right to iPhoto. Once there, you can name the photos (way easier than using the image numbers automatically assigned), delete what is blurry or duplicative, and do all kinds of edits including cropping and fixing problems (e.g. too much light from the window behind someone, etc.). You can also organize them into albums just for your own purposes, for sorting or categorizing them by time of year, theme, subject, etc.
My guess is you don't want all 1000 pics! Just take the best ones and the most representative ones. When you're all done, you can usually email them to a photo place of your choice. If local, you can use a thumb drive too.
A friend of mine has organized some things into digital scrapbooks. I haven't done that, but you could look into it. Then it would be safe for sharing with more than one person and could be safeguarded by being stored on more than one computer or external hard drive, or even on a thumb drive in the safety deposit box. (The last is a good thing to do for your insurance records too - take photos of valuables and store them digitally off the premises.)
Have you heard of groovebook? They were on shark tank and were recently bought out by shutterfly but are operating under the same name still. It is an app that offers a monthly subscription that is $2.99 for 100 photos in a little, dated book. I can PM you a code to get your first book free. (I dont get anything for it, but it has my last name in it so I dont want to broadcast it) Its a great concept. I am a little on the fence because I havent been taking 100 photos each month but it looks like you have several months worth. You can also do extra books for the same price if you need more. AND you can send identical books to family, grandparents, etc for 2.99 as well. You can still get the first one for free (and it really is completely free, I had a coworker refer me) to give it a shot and see if you like it.)
You can also send them to your computer using the cord that charges your phone. Connect the cord to your phone and plug that cord into your computer. I don't know the specifics of how to do that. Best Buy or a similar store can tell you. Then you can down load them to a disk To take to Costco or stores that print from a disk.
I would think that 1k of pictures can be edited so that having someone else print them would be less expensive. I think it would be easier to edit them from a desk top or laptop would be easier.
I obtained my information a few years ago and i've never done it. Best to check this out with a computer person.
Another note. Printing this many pictures yourself will be expensive. If they are on your computer you could just print the best ones. If you down load them on a disk you have a permanent record. I'd explore the options for printing suggested by others first. I also suggest that Shutter fly and others can make a disk for you.
I also make a book with Shutterfly. Yesterday I got an email from them for a free photobook. They send me this offer from time to time. I don't know if it's an offer on their website, but I've used the offer before when I've received it, and it's legitimate.
