They actually may be dry without you realizing it. My knees and elbows get this way so try mixing a 1/2 cup olive oil (adjust as needed to get the consistency you like), 1 cup raw (turbinado) sugar, and a teaspoon or so of an extract you like, vanilla, lemon, peppermint, etc., store in a covered glass container in the refrigerator. Rub on your elbows before showering, it removes dry skin, softens the skin tremendously and in time may lessen the darkness. I make this as Christmas gifts and my sister just asked me to make some for her the other day, she's picky so trust me, it's good! ; )
