if her urine has a strong smell she may have a Urinary tract infection, or it may be as simple as she needs more fluids.
My 3 year old is back in pull-ups since we moved and she stinks! I'll take it off and wipe her with a scented wipie, but the smell stays there. Short of bathing her 10 times a day, any helpful tips? She gets a bath every night. I just don't want her to be "that kid", lol. This is probably the dumbest question ever.... :)

I agree with increasing her water intake.
You might also want to watch her for a UTI or kidney infection.
If you do use powder--no baby powder! Pure cornstarch only!
I agree she may need more water intake. Urine shouldn't smell like that in a Pull Up.
Maybe after you wipe her down, its time for some baby powder? That will keep her dry just like when she was little, and it smells fresh and clean in between :)
You can also take a look at her diet. They things we eat can affect the smell of our urine quite strongly. (Are you a fan of asparagus, by chance.)
Increasing her water intake will likely help dilute any odor. Many people tend to restrict fluid intake when there is a potty training setback. Make sure she's getting enough each day. Especially important in TX! (I *hated* summer there! Ick!)
I've been changing diapers and pull ups for years. The only time I noticed a pee smell was when the diaper or pull up was left on for an hour or longer after the baby peed. Try changing her immediately.
I know pull ups are expensive but it is important to change them often. As often as you'd put her in clean panties if she wet them.
Increase fluids. Urine when concentrated, has a very strong odor. When it's warm out, it leaves a smell as well, especially if the pull up is left on too long, or you put another pull up on right after. My son had that issue during the summer months. He would be playing outside for a long while, and afterwards, he needed to take a bath and go natural for awhile.
