Once Upon a Child has great clothes for good prices. i got all the dresses for occassions for my daughter form there.
a store called 'The Red Balloon Co' has a cute beige linen pinstriped suit. I got one for my son. They have a website. Good luck!
I actually shop for my son's dressy clothes at JCPenney's. I know they had suits the last time I looked. They change out their stock seasonally, so you micht be able to find something there.

Not sure what area you are in, but childrens boutiques such as Bebe Elegante on Ashland (between Roscoe and School st.) have cute dressy clothes for children.
