Don't you love how it never occurs to our smartass kids that we can, ya know, look things up on the internet? You should drop the phrase into a casual conversation and she if she reacts "do you have any plans tonight sweetie? Because dad and I are gonna watch Netflix and chill tonight."
It's a euphemism for sex.
"Cmon over! We'll watch Netflix and 'chill'" (nod nod, wink wink)
Just don't assume that all kids know what stuff means. Sometimes they are testing it out, and sometimes they are just repeating what they've heard and trying to act cool, with no clue that something is sexual, risqué, or otherwise!

Now that you know what it means, most teens watch netflix and chill between the hours of 3-6pm when parents are still at work and kids are home alone.

How old is your daughter? If she's a teenager and the question was from a boy?? I would hazard to guess come over and get naked!!
If your daughter is younger? I would hazard to guess that it means to come over and eat popcorn and watch Netflix.
