If I am not mistaken I believe Asics are made for narrower feet. I have always favored Nikes.
There are also different ways to lace your shoes based on your foot. Here's a link.

My dd has VERY narrow feet (unlike my VERY wide foot)....where can I buy athletic shoes that run narrow in the $20 range?
It seems like all the shoes "off the rack" are wide. She wears a 13-1 and prefers velcro. She can tie shoes just fine, but she doesn't tie them tight enough so they always come undone.

My mom always shoppd at Stride Rite for me because Of my narrow foot.
New Balance comes in narrow - my heels are particularly narrow and these fit well.
Have you looked on Zappos? They have a wide range of adult sizes; surely they're worth checking for children's shoes as well. Asics does indeed make narrow width athletic shoes (for women). As for price range, I'm not sure, but I wouldn't hold my breath for a $20 pair.
Not $20 but if you get desperate Olly has narrow shoes in the $50 range.
My daughter has narrow feet and has had good luck with New Balance. The shoe itself is is narrower and she has been able to wear the regular width with no problem.
Nike makes women's shoes narrow - that is to say, their 'regular' width is too narrow for most people. So you might try those. The only downside is that at least for boys, all the Nikes in the sizes you mention are tie, not velcro.
It looks like you are in the DC area, there are a couple outlet malls with Nike stores near you - Potomac Mills and Hagarstown both have them I think (check to make sure). That's where I buy shoes and they are much less than the Nike's in the mall.
