I just had to get a white elephant gift. I bought Aqua globes for $10 at CVS. They are pretty and water your plants for you. Everyone wanted them!
Candles, gift cards, wine, snack baskets, books, cds, dvds.

The White Elephant parties I attended were for nice gifts and gag gifts. You did not specify if you want ideas for both or just gag, or just nice gifts.
I bought expensive gloves that somebody would probably not buy for himself/herself for the nice gifts. I also have bought cologne, watches, and car cleaning products are nice gifts, or a small green cleaning machine. It all depends on how much money you care to spend for each one. Even if you can't afford to spend a lot on each gift, lower cost things are still useful for people. And if they are anything like me, they are grateful to get whatever they get and it is fun to attend the party.
The funniest two things I saw at one of these parties was an old toilet seat (washed and clean of course) and one pack of chewing gum that was taped round and round and round with duct tape and then put into boxes that kept getting bigger and bigger. Then you wrap it in a nice gift wrap and all the people want it but it turns out to be difficult to open and nothing but one pack of chewing gum and a mess of empty boxes and gift wrap.

empty printer cartridge, old worn out purse, almost empty bottle of alcohol, half used candle, ugly christmas ornament, or picture frame, one year my hunter friend brought a bottle of deer scent, a huge out door christmas ornament. One year I went to one and had forgotten aobut the white elephant and made up "travel kits" from my car, one was a medical one with a bandaide, bottle if ibuprofen with only 2 tablets, a pair of finger nail clippers. The other was similar.
for men: a rusted wrench, chewed slippers, broken remote control, old coffee cup, worn out gloves, ac adapter that you no longer have the appliance to, dig in your junk drawer (come on we all have one) and see what is in there that you can get rid off. Good luck.

I have seen a lot of people give scratch off lottery tickets.
Fruit cake. Silly decorations. I normally go to the dollar store for mine :)
The funniest junk gift was an old breast pump! Our office has gone away from the junk aspect and try to get useful things. We do the draw numbers, person w/ #1 takes a gift & opens it. #2 gets to steal that or take a new one, so the last person gets their pick. Anyway, I really like the $15 worth of instant lottery tickets or food gifts. I'm tempted to bring back the fondue set shaped like a hershey kiss this year but don't want to hurt anyone's feelings!
Is it a gift you have to buy or something you are suppose to give that you have around your house, then a GC?
Our family gives a 10 gift card, and something around the house that you have that you don't need (as a laugh). Last year I had the hit,I gave a 10 gift card and my 2007 calendar with Dec ripped out of it (because I still needed it). It had all my notes and writing on it thru the year, it was such a laugh.
