My daughter got a cute pair of Levis white slim jeans at Penneys not too long ago. Maybe they are sold out? Try the jcp website, or maybe Macys.com. If they don't have them google "white levi jeans girls slim" and maybe something will come up. Good luck!
Have you tried looking in the junior or misses department for a small size, like a 0 or a 2? I didn't see them in the kids department, but I was at Dillards yesterday and saw them in the petties department, so I'm assuming they have them in the misses department as well.
Abercrombie, Abercrombie Kids, Hollister, Apricot Lane, Macy's, Dilliards, Nordstrom... Last resort, Plato's closet where some of these may be in re-sell.

Thrift stores this time of year. Better luck towards March 7th (right before Spring Break).
When my daughter was a 14 slim, she could also wear a junior/misses size 00 (how nice for her!), so don't rule out adult clothing either.
