Kids measure longer when they are lying down, then when they are actually standing. If she is standing up now, and wasnt at 6 months, that may account for the discrepancy.

My youngest is 10 months old today. She has not gained even a little in height since she was 6 months old when she was 27 inches and in the 75th percentile. My husband is 5'9 and I am 5'3. She is a happy ,babbling healthy baby who loves to eat everything from pizza to chicken and is BF and loves cruising around the house.. She has hit every milestone on time. At the 9 month apt the doctor said her head growth was perfect and just waved off the height thing, saying the last measurement was off. But I know the height was not off, because I measure her quite often and it has not budged even a teeny tiny bit in any of the measurements down the months.. Any help on this will be highly appreciated. I just want to know that she will start growing again. Thanks a bunch.

Your doctor is probably right that the measurement was off. 1/2 inch can be easy to miss when measuring a squirmy baby. I would not worry about it and wait for her 1 year check up. If there is no change again, then I would expect a more thorough investigation.
If the doctor is not concerned I wouldn't be concerned. His remark about faulty measuring was a throw away remark. He can't explain why she hasn't grown but knows, based on her over all development that she is health and OK. Size, when it's within a normal range, is just a small part of overall health.
Talk about this again at her 1 year appointment. Then the doctor will probably be concerned if she still hasn't grown. Or keep an eye on it and call if she hasn't grown in a couple more months.
I suggest that 4 months is not a very long period of time and that she's just in a plateau.
If you're not able to let your concern go, call the doctor and talk some more about your concern.
I wouldnt worry if the ped isnt worried. How are her clothes fitting? I am sure there has been some change in how the snaps on the onsies or jammies are fitting in the crotch area. Sounds like you have a healthy little one.
I would not worry too much, especially since she is healthy and eating well. My 5 yr old--looks like she is 6 or 7--was the same height and weight from 7 months through to 12 months. At her 1 yr visit, the doc said she was fine but we would see where she was in 6 months. 6 months later she had already gone into size 24 months, almost skipped 18. She had grown a full inch. My 18 month old was the same weight for almost 6 months then finally gained a pound. I know he is gaining weight because I can feel it. We will see next month at his appt. I think we moms worry the most all because some book says so.
