They have a section in the party section at Walmart that has a ton of little goody bag items too that you can choose from.
i am getting ready to throw my son's 1st b-day party. i have invited 7 kids age 2 and under. i want to give them goody bags to take home. i don't want to put snacks in there. what else would be good? i am trying to fill a 6 ounce cup with goodies.

All kids love a 'high bounce' ball! Maybe a package of bubbles. (both are avail at the dollar store). For my son's first bday party,we had a frog theme, so I threw in some plastic/rubber frogs for the kids to take home too. So maybe find a small toy to go with your theme. If you had to do a snack to fill it, a small box of rasins would be a healthy snack, but I don't know if that's a choking hazard. My son's always been great with rasins. Maybe a granola bar would be better. If you have some Chuck E Cheese tokens lying around, maybe give a few to each kiddo. Good luck, and happy birthday to your son!
One note of caution: you say all are 2 or under. if the toy will fit in the cup, it is mostly likely too small for this age. It depends on the size of the cup opening. My 2 year old loves stickers so that is a great option. You say you don't want to put snacks but a little package of goldfish crackers is a good bet. Then you can put in a couple of fat crayons since a box will probably not fit. Any kind of bouncy ball should be over 1 inch in diameter so they cannot put in their mouths. For a boy, a hot wheel car is a good size also.
Depending on the theme, why not look into buying each child a $1 coloring book and rolling it up and putting it into the cup? Then you can give crayons too. This worked well for me for my daughter's birthday but she was born in August and crayons are .25 each at WalMart!
Go to a party store, or big lots, there are all kinds of little toys you can find......the dollar store is good as well. You can get little eraser cars, crayons, little books, just look around. There's all kinds of cute things. Even Wal-Mart has some. Michael's, I'm sure you will find something that is easy and yet safe.

Since the guests are 2 and under, any gift item that could fit onto a 6 ounce cup that isn't perhaps candy could be a choking hazzard.
I would recommend perhaps getting large blow up beach balls, tub toys, medium sized stuffed animals, bubbles, or even child friendly plastic keepsake cup with the party theme.
My daughter loves pip squeak markers by Crayola. They come like 20 in a package and are a great size for little people. You can divide up a few to a cup. Also stickers or $1 coupons for McDonalds. Balloons could be a choking hazard, but that age kids always love balloons!
