American Red Cross offers WSI--Water Safety Instructor certification.

I am not sure what is available there, but I know here, in community colleges they offer certification, or at least did before the economy started to crash. There is also, again I'm not sure what is around there, but the YMCA here may also offere classes similar to what you are looking for.

A believe you can get certified by The Red Cross (the Red Cross certifies life guards).
