My son got an art easel at around that age, maybe even three.. it's chalk one side and dry erase on the flip side.. he used it absolutely everyday.. we used to teach him the ABCs on it.. he's now 12 and although he's taller than the board, he still uses it.. got it at Target.. was reasonably priced at the time... best gift ever..
I like outdoor active toys.
Learning Express has great toys.
Children need to run, jump hop, kick.. especially 4 year old boys and girls.
It is already 80 degrees here so any kind of outdoor water activities, are great.

A bucket with outdoor stuff in it. Bubbles, chalk, things like that. Or Crafty stuff. I got a bucket and filled it with craft stuff from the dollar store mostly ( a few others, but mostly dollar store) for a friend's son. I got a cute bucket at the dollar store also and wrote "Jason's Art Bucket" on it with permanent marker.
My 4 year old is currently VERY into Legos--not toddler size, but not the "big boy" sets either. You can find some in his age group.
Do you know what kinds of things he's into?
My kids are obsessed with Star Wars, so anything related to that is a big hit.
Does he like super heros? A Captain America helmet and shield are some favorites around our house. Avengers or Star Wars wall stickers are also very big hits here.
ETA: Other ideas - bin of dinosaurs - Toys r Us has a bucket of them for about $20.
Magformer Tiles (magnetic tiles) - pricey, but awesome.
Kinetic sand - like a mix of regular sand and play doh--great sensory toy and much easier to clean up than regular sand--a good indoor option. Also pricey.
My 5 y/o son loves legos of any kind, anything star wars, costumes to dress up and play in (preferably star wars), hex bugs and their habitats, remote control cars, anything dinosaurs, anything batman or any super hero really and anything he can play with outside (trucks for the dirt, basketballs, mit/bat, etc).
Hot wheels! A day at the zoo.
Personally I love the Matchbox tracks. Buy some extra cars.
Big Leggos. They are big pieces.
