Because you are using canvas along with the felt I would use fabric glue.

Tacky white glue (thicker than regular white glue) is better for fabric.
If you need alot of glue for cheap, you can buy a gallon of elmers white school glue at home depot for a few bucks and pour it into paper bowls for the kids to use.
When gluing felt, I like to use tacky glue, about a dollar for a little bottle. It's thicker and doesn't soak in to the felt and disappear like regular glue does. Sticks and holds together faster that way.
hot glue guns, you use the glue. otherwise any liquid glue will make colours run. if hot glue is not an option go for rubber cement, its made by elmers and it makes a lot less of mess, it comes in little brownish jars, walmart sells it, so do most craft stores. AMAZING stuff, sticks practically anything together. Good Luck
Felt, really absorbs the glue. It being so porous.
Hence, lots more glue is needed, for it to adhere to the supporting material.
But, when putting a lot of glue onto the felt and the supporting material... keep in mind that the Felt... can get gummy and the overload of glue will permeate through and soak through, the felt. Then when the glue dries, the felt will be stiff. And the dried glue will show, on the felt.
So, I would use glue that is for felt.
Not regular white glue.
You could also try rubber cement.
But I would use fabric glue... because since this will be bags that they are making... the Mom may want to launder it sometimes.
