I live in an area that has a very large volume of trick-or-treaters. Buying large bags of even the "mini" candy bars is cost prohibitIve. What I have been doing for the past several years is purchasing small "gumball machine" type toys (rings, spiders, bats, stickers, temporary tattoos) after Halloween. Usually they come in bags of 25 - 50, and after the day, are usually marked down pretty low. I've gotten up to 90% off items at one of our stores clearance areas. They keep quite well with the Halloween decorations. When October rolls around, I get them out with the decorations, then buy a few bags of tootsie rolls, individual Starburst, or other small individual candies, put everything into a big bowl, and mix it up. When the kids come, they may either pick out a couple items, or I just grab some for their bag. Don't buy candies that you don't like though, you might get stuck with them. As for smaller children, I buy several multipacks of juice boxes, and keep them in a cooler by my chair. I only give these to the people with babies in strollers, or toddler age so there isn't a choking issue, and the smaller ones really get enough sugar while they are out anyway. After Halloween, I sort out the remaining toys from the candy, put the candy in the candy jar, repack the toys with the decorations, and watch for clearance sales to replenish my supply for next year. If you are a thrift store fan, you can also find new packages of these toys in the craft aisle.
