We have a great one that we got from Target.
Target, Costume/Party shops, Toys r us and I am going to guess Wal Mart ususally carry this set in Black or Silver..

Hi, I'm not sure what you consider low cost (everyone has a different idea of what they're willing to pay) especially with Halloween around the corner (anything you get now could double as a Halloween costume) but..... I adore the costumes from Wishcraft/Chasing Fireflies. Here's their website. They have a knight costume.

White or light beige long sleeved shirt and pants. Take a green or silver garbage bag and cut holes in straight lines to create the appearance of mesh. For a pre-schooler you may need to shorten it. Cut a boat neck and arm holes to wear it as a chain mail over the pants and shirt. Add a cardboard shield. I've made helmets out of a gallon ice cream tub. You could make it out of cardboard too. Start with a straight piece and make a cylinder. Spray it white. Trace a circle to fit the top on a white plastic trash bag. Cut it out and staple to the top. Cut an arch for the face being sure to leave a piece at least 1.5 inches wide at the bottom so that the bottom of the helmet has a complete circle of cardboard to hold it together. Add a face mask that opens and shuts using brads, if you think your pre-schooler will be able to manage it. Some kids are frightened once the mask is closed. Good luck!
I was just at a library and I saw a book that showed how to make a really cool looking knights helmet and shield out of thin cardboard. Your library might have it or you could buy it at amazon for $3. It's call Knights and Castles things to make and do.
