I would also lower it now. My twins were not pulling up or crawling...then one day I walked in and my daughter was standing up in her crib. Better safe then sorry:)
I have two daughters who are 8 months. They don't crawl yet, but are ready to any day. I haven't seen them lift up on anything yet either. When is it time to lower the cribs?? The cribs can be lowered to 2 and then all the way down to a 3.

Definitely lower the cribs NOW. You don't want to find out the hard way that they can pull up. My recomendation is just to go ahead and lower it all the way right now - that way, you don't have to do it again in another month!
Lower them now. I lowered mine once my son could sit up-- around 5 months.
Lower the cribs NOW! I learned the hard way. My daughter was 7 mos. old when she fell out of her crib. Luckily, she was not hurt, but it scared me and it is a day I will never forget. I never expected it to happen because I had never seen her lift herself up either. Then at 7-1/2 months old, my daughter started walking one day. Surprise! It's amazing what kids do from day to day. Now, with my son, I lowered the crib at about five months because at 5 months, my son could play in the Exersaucer, so I figured it was time to lower his crib. It is best to be safe, than sorry.

I usually lower the mattresses for my kids after the first time I see them trying to pull up on something, because once they trt something it doesn't usually take them long to master it.

I would just lower it all the way, that way there is no worry or "what-if's", you know. I think I lowered my sons crib all the way down when he was about 8-months-old. Have fun with those twins, I always wanted a set!!!
