I did not have this problem, but education has taught me that children express their stress, frustration, pain and other issues the only know they know how. Usually it's vocally. Have you discussed it with the pediatrician? A book that I read is the series books of "What to Expect when your Expecting". There are 2 other books called "What to Expect during the First Year" and "What to Expect during the Toddler Years". I highly recommend this series.
Personally, I would hold, comfort, sing, walk or try some type of visual stimulation to help calm the baby down. If your baby is really persistant about screaming, I would ask the doctor to rule out any medical cause. 9 months is such a young age to see behavioral issues. I would agree that discipline is not the best course of action in this case.
