I'm thinking it's heat rash too. I would try cool baths, air drying (and even sleeping) with just a diaper, and no more creams or lotions at all.

My 11 Month old son has had this red rash that started approx a month ago in the creases of his legs and elbows and when you feel the rash it feels almost like sandpaper. I've already taken him to the pediatrician and they also couldn't figure it out and said it would go away. So with that being said it has started appearing on his belly and neck it pretty much is a bunch of small read dots all over his body except for hands and feet and face. I haven't tried new foods or laundry soap everything has been the same. When You feel his skin where the rash is its so rough feeling. I've tried every eczema cream,baby oil and baby lotion. Also he doesn't have any other symptoms at all. I'm so confused as to what this is any advice would be greatly appreciated.

I have two ideas here...one is, have you been using any sunscreen on him? He could be allergic to it. If that isn't it, have you taken him to a pool? My son has eczema, and getting in a chlorinated pool will sometimes flare him up. As long as we make sure to rinse him in the shower after the pool he doesn't have a problem usually. If he does though, aquaphor at bedtime takes care of it.
Heat rash? Is he overly covered in the evenings? My DH had something similar in his creases. He was chubby, though! :-). We used California baby calendula cream and aquaphor some and that seemed to help. But I think the pedi had a name for it....

So you have a pediatrician that doesn't know what the rash is but says it will go away? I'd find a new pediatrician. Find a dermatologist in your area as well. They treat skin.
You need to start a diet/food log to find out what he is eating that might causing this reaction. Obviously the lotions are not helping - so stop using them. You could be trying too much stuff which might be making it worse.
So first - find a new doctor and get to a dermatologist.
Second, Start from scratch with his diet. If he's still breast feeding - you need to check your diet as well. You might be eating something that his body is NOT handling.
You will also need to check his environment - did you add a new pet? Dog, cat, hamster, etc.? What about swimming? Have you changed pools or sunscreen? If it's all over his body I might assume sunscreen reaction.

I'd go to a dermatologist, if you call your insurance provider they can give you the information you need and who accepts your insurance.
possibly psoriasis? I would go see a pediatric dermatologist asap.
Maybe an allergic reaction.
Maybe you could double rinse his clothes in the laundry to make sure all the soap is rinsed out.
Try him in an oatmeal bath - it's very soothing g to the skin.
The only other thing I can think of with small red spots all over is measles but there would be other symptoms for that.
Sounds like the yeast infection my son had. I agree you should try another doctor. If that doc doesn't have a answer ask for a referral to a pediatric dermatologist.
Both of our kids had eczema. None of the lotions for eczema worked for them. We had good results with Udderly Smooth Udder Cream. I bought it at our dollar store but I've also seen it at Walgreens.
have you considered yeast... I would approach this from the inside of his body as oppose to the outside.. can you begin to give him more water on a daily basis to help cleanse his system.. then monitor his urine and make sure it's running on the clear side as oppose to bright yellow.. Additionally, yeast may not rear it's ugly head right away, it can take time for an over-abundance of it to build up in one's system.. In which case, it may now be manifesting itself as a rash.. there is a lot of info on the net about yeast and rash... including foods that can make the yeast thrive such as milk (esp because cows are often fed grains as to grass) and yeast LOVE grains... sugar, even if so-called natural such as from fruit and juice... white flour , fermented foods... these foods and many more can trigger yeast infections... they don't just hit women, yeast , which grows in our intestinal track affects males as well... also, notice changes in your son's breath... if bad, that could also be another sign that his body needs more water... having had MANY yeast issues in the past, I can say the best thing I ever did for them was to lay off of the above mentioned foods and drink lots of water... good luck
