maybe it sounds like eczema, or an allergic reaction to something. has she been eating something that she hadn't before? or used a new bottle/cup? or have you tried something new in the food--seasoning, oil? it could be a chemical reaction to something you're using, ie cleaning product, soaps, perfumes. Eczema is normally a trait of some sort of food sensitivity/allergy and can get triggered by outside exposures. it turned out to be strawberry's for my dd and exposures to scented things. i can't bathe her in johnson's products, but can use aveeno lightly scented or burt bees. gotta use sensitive skin laundry detergent, ie ALL--just as a precaution. dr advised to use cetaphil or aquaphor/eucerin (same thing really) after showers.
funy enough, i used to get break outs on my skin...i stopped using perfumes on my skin or scented lotions and its cleared up. and cetaphil works great too!! not vaseline like the aquaphor. things you learn when dealing with ur child's issues. good luck. :)
