You might want to check into the possibility of allergies. Creams and stuff will work for a while sometimes, but they only treat the symptoms and not the cause. Trying to figure out allergies can be a horrible pain, but the fact that so much time has passed (a year) and there are still issues (because it came back and the original treatment isn't working) I would think checking on allergies might be worthwhile. It can be as simple as noting how each day goes and what he eats and is exposed to and noting how the rash looks each day and doing it for about a week or two to see if there are any patterns, or as complicated as visiting an allergist and having them do pinprick tests, blood work, etc. GOOD LUCK! Okay I just read the other posts and if this is Eczema, we have had to deal with that. My 4 year old has the bumps all over his body (stomach, arms, back and some on his legs). Our pediatrician told us to wash with Dove soap because it is the most moisturizing and to by Cetaphil Cream (not lotion) on him. When I apply the Cetaphil everyday, it helps with the bumps and they are not as bad. However, I don't think this will work if it is the inflamed irritated eczema which I myself have had where the skin is dry and itchy and red and peeling, for that I put neosporin on it to help heal it and then try to be better about keeping that are well moisturized.
