You could always try one of those kids battery operated spin brushes. My kids love those. It's how I got my daughter to start to like brushing her teeth. Guess it makes it a little more fun :)
My 19mos old HATES brushing her teeth...how can I get her to brush her teeth with out the "fight" ugh! She does it herself...but seems to only chew on the brush..I try to distract her and that only works for a minute!

My grandson is about the same age, his Mommy lets him brush her teeth as she brushes his teeth. It turns into a giggle fest.
My son makes sure to brush his teeth so the little guy see it and tells him how much fun it is. My son would not brush his teeth for years -- simply refused, fatherhood has it's benefits.
My daughter sets her 18 mos old daughter on the counter with her feet in the basin and they both brush their teeth at the same time. Then my daughter does a quick brush for her. It's a game.
Adding to what the other posters have said:
-get a kids spinny character toothbrush
-use kids training toothpaste at first for awhile
-you brush his teeth for him
-you show him brushing your teeth at the same time too so he can watch
-make it short & sweet at first to get her used to the process
-give her a tiny toddler cup in there to hv a teeny bit of water in to swish & spit
Have you tried letting her "brush" too? Take turns!
At that age for my older daughter, we got a disposable electric toothbrush with a character on it. She LOVED it.
