Have you weaned them from daytime bottles yet? At a year old they do not need bottles at all anymore! I would start with no more daytime bottles and then maybe just keep the bottle before they go to bed. Let them have that for a bit. I would give them a snack before bed and a bottle of milk and then that is it!! My kids stopped bottles in the middle of the night at 8 weeks so I am a little confused as why you are still feeding them in the middle of the night. Everything I have read explains that they don't NEED food at this age(1 year) and now you have created a bad habit! I would make sure they are getting enough food and milk during the day and then stop the bottles at night--explain it to them during the day and go COLD TURKEY. I would offer water instead--which won't be a "great" substitute so maybe they will stop waking for it. "Why wake up and call mom if all I will get is water!" Does that make sense?? Also be strong and don't give in!!
Do you have a white noise machine?? That may help and bit and other than that I would let them cry--the other twin will have to learn to sleep through it. My sister and I shared a room and we could both sleep through anything--including the lights being turned on--because we were just used to it!
