This is a very sweet idea ! Some ideas:
"The Way You Look Tonight" - Sinatra
"What A Wonderful World"- Louis Armstrong
"Through the Years"- Kenny Rogers
"How Sweet it Is"- James Taylor
"Build me up, Buttercup"
"In My Life"- Beatles
My husband has two brothers, and the last one is getting married this weekend. Because he has no sisters, his father has never had a father-daughter dance at a wedding. My future sister-in-law wants to remedy this and have a special FIL dance at the wedding (and she wants to have me and our other sister-in-law participate). Anyone have song ideas? It doesn't have to be a slow song. Thanks!

What a wonderful idea! All the song's I come up with are definately geared towards a father and daughter but that is the idea...right?
Daddy's Hands by Holly Dunn
My Little Girl by Tim McGraw
Butterfly Kisses (can't remember who sings it)
Update - Just thought of Family Tradition by Hank Williams Jr since it doesn't have to a slow song.
My old friend is a dj and here are some suggestions they have for the parent/child dances. Some of these i wouldn't rally agree with, but maybe they will give you some ideas:

Because You Loved Me - Celine Dion
Isn’t She Lovely - Stevie Wonder
I Loved Her First - Heartland
How Sweet it is to be Loved by You - Marvin Gaye
Have I Told You Lately that I Love You - Rod Stewart
I Wish You Love - Natalie Cole
In My Life - the Beatles
Oh, Mother of Mine - The Temptations
You’ve Got a Friend - James Taylor

Most of these ones are a little less "sappy" and a little faster paced:

How Sweet It Is (To Be Loved By You)
My Girl
Wonderful World
Somewhere Over the Rainbow - the contemporary verison tahat sounds almost Hawaiian, but I can't think of the artist/titel)
"What A Wonderful World"- Louis Armstrong
My father/daughter dance was 'Daddy's Hands' by Holly Dunn
Suggestion: 'Celebration' - Kool & the Gang
Great idea!
We Are Family by Sister Sledge?
What about a classic Beatles song? In My Life.
The Way You Look Tonight - Frank Sinatra
I think that since you are not his "daughters",exactly, it might "get weird" if you do O. of traditional daddy/daughter songs...
I found this link that list some songs, but it also has link to click on and listen to the songs too.

You FIL is lucky to have such wonder DIL's to think of him.
Good luck.
What a nice thing to do! At my wedding, I wanted to include my step-dad so I used "You decorated my life" by Kenny Rogers. It's a nice song that I felt showed how my stepdad came into my life and made it even better.
Go to www.ask.com and type in father daughter dance songs and you will get a bunch of web sites that let you listen to the songs so you can pick one. I doubt that they will have one for FIL daughter but she will be his daughter now so father daughter will work.
"Build Me Up Buttercup" is a great suggestion!
