I would call the on-call doctor....
Before you call, time her respiration rate.... how many times she breathes in one minute. That information can be VERY helpful to the doctor or nurse line.
We've dealt with asthma a lot with my grandson.... he wasn't responding to his albuterol inhaler, and took him in to the ER...... even after observation and a nebulizer treatment, (on top of frequent inhaler use during the day), we ended up taking him back a SECOND time that evening.....
That was one really jazzed up kid by the time it was all over..... but fortunately, the second trip to the ER did the trick, and his asthma eased up.
