I think a 1st birthday is pretty overwhelming, so it's best to keep it at home. Just invite family and close friends. If you want a theme, though, we had lots of mini, or baby-sized, foods and drinks. There are lots of foods out there, or you can make your own. We made really little hamburgers and had mini-corndogs from the regular grocery store. You can even get mini-drinks now that pop and water come in the little 8 oz. sizes. There are even mini-beers for the adults - ask for pony-size bottles at the liquor store. Baby carrots, mini-cupcakes made in a mini-muffin pan, Ritz bitz for mini cheese and crackers - there are lots of things you can do if you keep your eyes open for small versions of your favorite foods!
Keep it simple, if you want a restaurant, Buca de Peppo, is a great place where you don't have worry about bothering those around you, you can be as loud as you want. You can bring in your own cake, too. Keep in mind your baby's schedule regarding meals and bedtime so you don't have meltdown. Good luck and take lots of pictures.
Since your baby won't remember his/her 1st, this party is more for you. The biggest and cutest thing is letting your baby go crazy with his cake. I'd suggest a little party at home with a theme that reflects the last year. Keep the bigger ideas for when they are older.
