My 13 month old weighs 23 lbs which is the highest weight on the infant motrin, however it also says it should be used up to 23 months. My question is do I switch to children's motrin due to her weight or keep her on the infant mortrin no matter what her weight until she is 2 years old.

You should go by weight but it doesn't really matter if you use the infant or the childrens as long as you are following the weight requirements. If you are really concerned just call your pedi office and ask a nurse. I have a 3 year old and a six month old and I still use the Infants Motrin with my 3 year old so that I am buying the same thing.
I was always told and have always gone by weight so she should go ahead and stay with the infant drops and once she goes over 23lbs and go ahead and go to the childrens motrin.

I am not a health care professional but I do have 3 little ones myself. My understanding is that the dosage generally goes by weight and there is some overlap between infant & children's pain relievers. That means you can give her the 23 lb dosage for either the infant drops or children's motrin. She will get the same amount of the active ingredient. Hope this helps!
infant motrin is a higher concentration than childrens motrin so it's easier to give them a smaller amount. you should be able to use either as long as you follow the dosing instructions for THAT medication. they will not be the same amount! call your pedi and ask the nurse for the correct dose for both medications.
I switched to childrens motrin around that age, ryan was not letting me shoot the liquid from the dropper into his mouth anymore, he wanted to see it for himself. I use childrens motrin with a measuring spoon (looks like a test tube with a lip on it) you can get them FREE at any pharmacy counter. he likes to hold it with me and drink from it.
you know how kids like to feel empowered, like they're doing their own thing and it's THEIR idea. :o)

I have a motrin dosing chart that my cousin gave me (She's a D.O) It says to always go by weight first, age is just provided for convenience only. At your child's weight it says 50 mg for fever under 102.5 and mild discomfort, and 100 mg for fever over 102.5 and serious pain. That goes for infant and children's liquid. It is always best to go by weight (age is there as a backup). If you can stick with the infant drops it may be easier for her. They are concentrated so it doesn't take as much to dose her. With the children's meds you'll being trying to get her to take 5ml instead of the 1.6 mls in the infant drops.
