There is a splash park in Dallas, on Campbell, just West of Hillcrest (Campbell Green Rec center I think). It's free and open from 10am-8pm.
My kids used to play in the water fountains at the mall at Cedar Hill. Is there a similar place in the Plano, Richardson, Allen, North Dallas area? The one in Cedar Hill is an interactive fountain that continuously shoots water out of the ground from numerous pumps in a circular area, and kids are welcome to play in it. Thanks!

Like the others have said, there are splash parks all over the metroplex. If you want to venture in to Rockwall there are (at least) 3 splash parks plus the fountain at the Harbor shopping area. Also, a woman has created a really great blog with photos of all the parks she and her son have visited. I know on there she has reviewd around 8 splash parks and dozens of regular parks. Google "splash parks" in your zip code. We have them in Mansfiled, Arlington, and Grand Prairie. Also go to the city parks and rec department website. they have a list of the ones run by the city.
There are water fountains similar to what you describe in your question at the Shops at Fairview (the new shopping center that is on the east side of 75 at Stacy Rd in Allen/Fairview. The fountains are located right outside the Purple Cow restaurant. We were there a week or so ago and there were a lot of kids in their swimsuits playing in the fountain - and it's free.
