Night Time Beach Party Idea for Teen

My daughter wants her birthday party to incorporate themes that I am struggling to blend. She wants her friends to dress up, go to the beach in a limo - early evening and have part of the party at a cottage (but space will be limited). All the party ideas I have seen suggest "typical" beach party activities like volleyball, swimming, sand castle building. Things that can't been done by girls in dresses! We are trying to stick to a budget (can't believe how much limos cost to just pick up and drop off)and would appreciate any ideas or suggestions. Thanks!!!

What can I do next?

Have the girls put their swimsuits under their dresses for the limo ride to the beach. Once at the beach go to the cottage first and have them leave the dresses there. Go have fun on the beach. Then go back to the cottage and let them get dressed back up for dinner at the cottage. If the limo is to much then maybe you could rent something for the day. If it's on the weekends the rental companies have great weekend rates. You don't say how many girls she wants to take, or metion her age. A Hawaii party would be fun, they could wear grass skirts over their swimsuits. Instead of vollyball, etc. you could do hula dancing. An instructor for an hour doesn't cost that much. The limbo would be fun. The shell game. A scavenger hunt. Look online for ideas. You will be surprised at what you find. If she's old enough give her a limit on what she has to spend and let her plan the party that way your off the hook if it's not exactly what she wants.

since you will be indoors, i would do a luau. you can do the limbo stick game and the girls can do that with dresses on. you can also serve mocktails (alcohol free frozen beverages) and ordurves... something like that would be cool for a daughter. limo's are expensive, so that is what i would do and the dollar tree has tons of luau stuff for a buck! i just bought a bunch for a spongebob luau birthday party i did for my daughter

sounds fun.
As a mom, I find that teens enjoy most
just having each other near.
Overplanning is lost on them
and 1/2 of the plans have no necessity.

Nightime swimming is fun,
but remember, it's less than advisable
on the salt water beached past dusk.
If you're beaching at the lakeside WHEEHAA!

I have NO IDEA how to have a formal affair
AND swim...seems a pretty broad spectrum of needs.
Perhaps ask her if she thinks that the wet hair
will be lending to the formal environment.
I'd talk it through with her.
